We understand the intricacies of working with the NISP and knowing the ins and outs around what will fly and what will not. Our expertise can ensure you can move forward as quickly as possible when landing government defense contracts that require an FCL. Our services include:
● Obtaining and Developing an FCL security program
● Maintaining an FCL
● Self-Inspection Evaluation
● ITPSO (Insider Threat Program Senior Official)
● FSO Guidance
Obtaining, Developing, & Maintaining a Facility Clearance (FCL)
To support your entity in obtaining and maintaining an FCL, we:
- Develop a security program to ensure compliance with the National Industrial Security Program (NISP)
- Direct and implement SPPs (Security Practices and Procedures) as required by the Defense Counterintelligence Agency (DCSA) within the Department of Defense
- Train your HR staff to support their FSO with efficiency, effectiveness, and quality control
- Temporarily acting as your FSO or AFSO depending on your particular needs
Directing and implementing security practices and procedures includes developing processes that flow throughout the relevant departments of the your organization. For example, some security requirements override traditional HR law, so your Human Resources department must be modified accordingly to accommodate them.
We are here to ensure you are successfully set up with an FCL. We cover all the bases, including:
- Insider Threat Work Group Plan
- Foreign Travel
- Foreign Contact Reporting
- Complete SPPs (Security Practices and Procedures)
- Visit Authorization Procedures (VARs)
- Personnel Security Questionnaires (PSQs)
- Required Training Plan / Schedule for Employees
- NCAISS / NISS Setup
- DISS Setup
- FSO guidance (or acting as your FSO)
To support your entity in maintaining an FCL, we:
~ well, as your FSO (Facility Security Officer), we basically oversee and manage all of the above and below ;)
+ Initial and Annual Refresher Training
+ Counterintelligence Training
+ Specialized Security Training (Situational)
+ Industry Threat Training
+ SEAD 3 Training
+ DISS Management
+ Collaborate with Human Resources
+ Collaborate with your CMMC team
+ Collaborate with your DCSA ISR and Counterintelligence Representatives
+ We can function as your AFSO or in certain arrangements, be your FSO (we can also train your FSO)
FCL Self-Inspection Evaluation
Titanium Infrastructure provides quarterly and bi-annual self-inspection evaluations for cleared contracting clients within the Military Industrial Complex. This service enables your organization to stay on top of the yearly FCL audits issued by DCSA.
The self inspection is a yearly requirement of the FSO per DCSA and required prior to the actual government DCSA security review. Most companies slack on this and conduct their self inspection only a few weeks before the audit. This is not the intent of the self-inspection, and companies get dinged by the DCSA for this course of action.
By implementing Titanium Infrastructure’s quarterly or bi-annual audit, you will have enough time to identify your areas of weakness in your security program and put protocols in place to fix the issues and vulnerabilities to ensure you are in compliance and will pass the DCSA security review.
